Referendum Blank Ballot Denominator Rule

Normalize explicit referendum yes votes under a supplied blank-ballot denominator policy without applying electoral rules.

Description

Calculate a referendum yes share with an explicit blank-ballot denominator rule.

Election and representation summaries depend on counting conventions: included ballots, quotas, seat totals, strict majority and source-defined statuses. A half-seat rule differs from an official quorum or certified result. Supplied counts and denominators support transparent arithmetic while legal rules, ballot validity and representativeness require separate evidence.

Calculate a referendum yes share with an explicit blank-ballot denominator rule.

When to use this tool

Use Referendum Blank Ballot Denominator Rule when you already have yesVotes, noVotes, blankVotes, includeBlank and need to calculate a referendum yes share with an explicit blank-ballot denominator rule.

How to use the tool and how it works

  1. Enter yesVotes, noVotes, blankVotes, includeBlank. Use the units and conventions below.
  2. Run the tool. Correct any format, range, or cross-field input error before interpreting the output.
  3. Read denominator, yesShare. Use the output convention below.

Require nonnegative safe whole counts; sum yes+no and optionally blanks using BigInt, then require a positive safe numeric denominator. Return yes/denominator.1

Input fieldMeaning and unitsAccepted input
yesVotesYes VotesRequired. Safe integer; minimum 0.

blankVotesBlank VotesRequired. Safe integer; minimum 0.
includeBlankChoose whether recorded blank ballots enter this supplied denominator.Required. Boolean.

Limitations and assumptions

  • No legal counting rule, ballot validity or result certification is inferred; an unsafe or zero denominator is rejected.
  • Inputs must satisfy both the field types and the cross-field conditions above. Invalid input causes an error; a successful false flag or documented placeholder is a different result.
  • Numeric calculations use binary floating point unless exact decimal-integer arithmetic is explicitly stated. No hidden measurement tolerance or decimal rounding is added; nonfinite or out-of-contract results are rejected. Numeric signed-zero results are exported as zero.

Alternative or Complementary methods

Consult the governing count procedure and official source records for actual ballot treatment, quotas and majority rules. Reconcile all relevant ballots or seats before extending one share or surplus factor to a complete election or representation result.
