Description
Calculate a supplied vote surplus and its transfer fraction.
Election and representation summaries depend on counting conventions: included ballots, quotas, seat totals, strict majority and source-defined statuses. A half-seat rule differs from an official quorum or certified result. Supplied counts and denominators support transparent arithmetic while legal rules, ballot validity and representativeness require separate evidence.
Calculate a supplied vote surplus and its transfer fraction.
When to use this tool
Use Party List Vote Transfer Surplus Factor when you already have recordedVotes, suppliedRetainedQuota and need to calculate a supplied vote surplus and its transfer fraction.
How to use the tool and how it works
- Enter recordedVotes, suppliedRetainedQuota. Use the units and conventions below.
- Run the tool. Correct any format, range, or cross-field input error before interpreting the output.
- Read surplusVotes, surplusTransferFactor. Use the output convention below.
Require recordedVotes>0 and retainedQuota>=0; surplus=max(0,votes-quota), factor=surplus/votes.1
| Input field | Meaning and units | Accepted input |
|---|---|---|
| recordedVotes | Recorded Votes | Required. Finite number; strictly above 0. |
| suppliedRetainedQuota | Supplied Retained Quota | Required. Finite number; minimum 0. |
| Output field | Interpretation | Returned shape |
|---|---|---|
| surplusVotes | Surplus Votes | Required. Finite number. |
| surplusTransferFactor | Surplus Transfer Factor | Required. Finite number. |

} Limitations and assumptions
- Vote inputs may be fractional; no quota, election system, transfer recipient or complete count is selected.
- Inputs must satisfy both the field types and the cross-field conditions above. Invalid input causes an error; a successful false flag or documented placeholder is a different result.
- Numeric calculations use binary floating point unless exact decimal-integer arithmetic is explicitly stated. No hidden measurement tolerance or decimal rounding is added; nonfinite or out-of-contract results are rejected. Numeric signed-zero results are exported as zero.
Alternative or Complementary methods
Consult the governing count procedure and official source records for actual ballot treatment, quotas and majority rules. Reconcile all relevant ballots or seats before extending one share or surplus factor to a complete election or representation result.
