Municipal Asset Checkout Balance

Reconcile explicit municipal asset checkout counts using exact integer arithmetic without tracking individual users.

Description

Calculate an administrative asset checkout balance.

Administrative records connect requests, forms, permits, delegated roles, assets and payment bases. A retained amount or supplied authority limit describes one accounting convention, while matching and conflicting statuses can coexist in duplicate records. Such local checks do not establish authorization, legal validity, actual service delivery or compliance.

Calculate an administrative asset checkout balance.

When to use this tool

Use Municipal Asset Checkout Balance when you already have openingCheckedOutAssets, newCheckouts, recordedReturns and need to calculate an administrative asset checkout balance.

How to use the tool and how it works

  1. Enter openingCheckedOutAssets, newCheckouts, recordedReturns. Use the units and conventions below.
  2. Run the tool. Correct any format, range, or cross-field input error before interpreting the output.
  3. Read closingBalance. Use the output convention below.

Require nonnegative safe whole opening/new/returned counts; compute opening+new-returns with BigInt and export a number.1

newCheckoutsNew CheckoutsRequired. Safe integer; minimum 0.
recordedReturnsRecorded ReturnsRequired. Safe integer; minimum 0.

Limitations and assumptions

  • Negative balances are retained; no inventory is inspected. Balances outside the safe-integer output range are rejected.
  • Inputs must satisfy both the field types and the cross-field conditions above. Invalid input causes an error; a successful false flag or documented placeholder is a different result.
  • Numeric calculations use binary floating point unless exact decimal-integer arithmetic is explicitly stated. No hidden measurement tolerance or decimal rounding is added; nonfinite or out-of-contract results are rejected. Numeric signed-zero results are exported as zero.

Alternative or Complementary methods

Reconcile the original case, permit, asset and payment records with the applicable authority and fee rules. For duplicate statuses, inspect the full history and timestamps before choosing a current record; this helper reports matches without resolving them.
