Serial Issue Restart Counter Tool

Flag a caller-authorized issue-number restart rather than silently treating it as a missing issue.

Description

Set restart for explicitRestart or for a volume change accompanied by a lower current number.

Inclusive labels, repeated records, and serial restarts describe different counting bases. A numeric span is not automatically the count of existing physical or bibliographic items.

Set restart for explicitRestart or for a volume change accompanied by a lower current number.

When to use this tool

Use Serial Issue Restart Counter when you need a catalog count under a declared endpoint or restart convention.

How to use the tool and how it works

  1. Enter previous, current, volumeChanged, explicitRestart. Use the units and conventions below.
  2. Run the tool. Correct any format, range, or cross-field input error before interpreting the output.
  3. Read restart, delta. Inspect restart before interpreting the associated values.

Set restart for explicitRestart or for a volume change accompanied by a lower current number. Return current minus previous independently.1

Limitations and assumptions

  • A negative delta does not imply restart without either specified condition; publication chronology is not verified.
  • Inputs must satisfy both the field types and the cross-field conditions above. Invalid input causes an error; a successful false flag or documented placeholder is a different result.
  • Numeric calculations use binary floating point unless exact decimal-integer arithmetic is explicitly stated. No hidden measurement tolerance or decimal rounding is added; nonfinite or out-of-contract results are rejected. Numeric signed-zero results are exported as zero.

Alternative or Complementary methods

Compare the computed count with the original serial or item record, including missing and unnumbered material.
