Description
Subtract recusals and compare eligible count inclusively with required.
Consent, disclosure, duties and exceptions can be represented as records and flags. A consistency check describes those representations; it cannot independently establish valid consent, a justified exception or satisfaction of a real obligation.
Subtract recusals and compare eligible count inclusively with required.
When to use this tool
Use Conflict Of Interest Recusal Quorum Gap when you need a literal ethical-policy record or eligibility diagnostic.
How to use the tool and how it works
- Enter present, recusals, required. Use the units and conventions below.
- Run the tool. Correct any format, range, or cross-field input error before interpreting the output.
- Read eligible, margin, quorumByInputs. Inspect quorumByInputs before interpreting the associated values.
Require nonnegative integer present, recusals no greater than present and required count. Subtract recusals and compare eligible count inclusively with required.1
| Input field | Meaning and units | Accepted input |
|---|---|---|
| present | Present | Required. Safe integer; minimum 0. |
| recusals | Recusals | Required. Safe integer; minimum 0. |
| required | Required | Required. Safe integer; minimum 0. |
| Output field | Interpretation | Returned shape |
|---|---|---|
| eligible | Eligible | Required. Safe integer. |
| margin | Signed allowance under the subtraction order above. | Required. Safe integer. |
| quorumByInputs | Quorum By Inputs | Required. Boolean. |

} Limitations and assumptions
- The quorum rule and recusals are supplied. Arithmetic does not determine whether recusals are sufficient, votes valid or a real body legally quorate.
- Inputs must satisfy both the field types and the cross-field conditions above. Invalid input causes an error; a successful false flag or documented placeholder is a different result.
- Numeric calculations use binary floating point unless exact decimal-integer arithmetic is explicitly stated. No hidden measurement tolerance or decimal rounding is added; nonfinite or out-of-contract results are rejected. Numeric signed-zero results are exported as zero.
Alternative or Complementary methods
Review source evidence, applicable rules and affected people's choices through the appropriate process. Authenticate permissions and evaluate substantive reasons separately from token membership and boolean flags.
