Description
Divide nonnegative coveredCount by positive targetCount for coverageFraction and floor target minus covered at zero for shortfallCount.
Policy indicators relate supplied targets, dates, categories, and measured quantities. A computed gap or formatted label can describe a record without establishing policy effectiveness or a causal explanation.
Divide nonnegative coveredCount by positive targetCount for coverageFraction and floor target minus covered at zero for shortfallCount.
When to use this tool
Use Intervention Coverage Shortfall when you need one policy-monitoring component with the numerator, denominator, and time basis made explicit.
How to use the tool and how it works
- Enter coveredCount, targetCount. Use the units and conventions below.
- Run the tool. Correct any format, range, or cross-field input error before interpreting the output.
- Read coverageFraction, shortfallCount. Use the output convention below.
Divide nonnegative coveredCount by positive targetCount for coverageFraction and floor target minus covered at zero for shortfallCount.1
| Input field | Meaning and units | Accepted input |
|---|---|---|
| coveredCount | Covered Count | Required. Safe integer; minimum 0. |
| targetCount | Target Count | Required. Safe integer; minimum 1. |
| Output field | Interpretation | Returned shape |
|---|---|---|
| coverageFraction | Coverage Fraction | Required. Finite number. |
| shortfallCount | Shortfall Count | Required. Safe integer. |

} Limitations and assumptions
- Coverage can exceed one when the supplied count exceeds target; duplicates, scope, population coverage, and policy impact are not assessed.
- Inputs must satisfy both the field types and the cross-field conditions above. Invalid input causes an error; a successful false flag or documented placeholder is a different result.
- Numeric calculations use binary floating point unless exact decimal-integer arithmetic is explicitly stated. No hidden measurement tolerance or decimal rounding is added; nonfinite or out-of-contract results are rejected. Numeric signed-zero results are exported as zero.
