Description
Evaluate an explicit referendum-style rational quota using exact bounded cross products and a declared equality policy; not an electoral-law lookup.
Election and representation indicators depend on the selected vote, seat, population, or eligibility denominator. A threshold also needs an explicit equality and rounding rule. A single quotient, balance, or share can support a larger counting workflow without implementing the full electoral procedure.

When to use this tool
Use Political Science: Referendum Quota Equality Policy when you need this particular counting term under an explicit vote, seat, threshold, or reporting-base rule.
How to use the tool and how it works
- Enter yesVotes, denominator, quotaNumerator, quotaDenominator, equalityPasses. Use the units and conventions below.
- Run the tool. Correct any format, range, or cross-field input error before interpreting the output.
- Read result. Expand result to inspect the returned fields.
Bound denominator and quotaDenominator to positive integers through one million and yesVotes and quotaNumerator to their respective bases. Compare yesVotes*quotaDenominator with denominator*quotaNumerator; return meetsQuota using >= or > according to equalityPasses and atQuota on equality inside result.1
| Input field | Meaning and units | Accepted input |
|---|---|---|
| yesVotes | Yes Votes | Required. Safe integer. |
| denominator | Denominator | Required. Safe integer. |
| quotaNumerator | Quota Numerator | Required. Safe integer. |
| quotaDenominator | Quota Denominator | Required. Safe integer. |
| equalityPasses | Equality Passes | Required. Boolean. |
| Output field | Interpretation | Returned shape |
|---|---|---|
| result | Object containing the calculated result members described below. | Required. Object. |
| result.meetsQuota | Meets Quota | Calculated result member: boolean. |
| result.atQuota | At Quota | Calculated result member: boolean. |

} Limitations and assumptions
- The bounded products are exact safe integers. The supplied denominator and equality rule must match the applicable rule; no full referendum certification is performed.
- Outputs are nested inside result. Inputs must satisfy both the field types and the cross-field conditions above. Invalid input causes an error; a successful false flag or documented placeholder is a different result.
- Numeric calculations use binary floating point unless exact decimal-integer arithmetic is explicitly stated. No hidden measurement tolerance or decimal rounding is added; nonfinite or out-of-contract results are rejected. Signed zero is exported as zero.
Alternative or Complementary methods
Compare the supplied counting rule with the authoritative procedure for the relevant election or chamber. Complete allocations need additional eligibility, ranking, transfer, tie, and reporting rules beyond one arithmetic term.
