Health Service Waiting Time Clock Pause Tool

Calculate health service waiting time clock pause from explicit caller-supplied inputs.

Description

Subtract their union for counted days and divide pausedDays by full elapsed time.

Health-policy indicators compare supplied populations, procedural clocks, rule evidence, or modeled phase-in schedules. A consistent component does not establish actual access, legal entitlement, program quality, or clinical need.

Subtract their union for counted days and divide pausedDays by full elapsed time.

When to use this tool

Use Health Service Waiting Time Clock Pause when you need one documented policy-record or indicator component.

How to use the tool and how it works

  1. Enter startDay, endDay, pausedDays, excludedDays, overlappingExclusions. Use the units and conventions below.
  2. Run the tool. Correct any format, range, or cross-field input error before interpreting the output.
  3. Read elapsed, counted, pausedFraction. Use the output convention below.

Require a positive day-coordinate interval and nonnegative pausedDays and excludedDays with a valid overlappingExclusions count. Subtract their union for counted days and divide pausedDays by full elapsed time.1

Limitations and assumptions

  • PausedFraction uses all elapsed time, not counted time; supplied exclusions do not establish an official waiting-time standard, eligibility, or care urgency.
  • Inputs must satisfy both the field types and the cross-field conditions above. Invalid input causes an error; a successful false flag or documented placeholder is a different result.
  • Numeric calculations use binary floating point unless exact decimal-integer arithmetic is explicitly stated. No hidden measurement tolerance or decimal rounding is added; nonfinite or out-of-contract results are rejected. Numeric signed-zero results are exported as zero.

Alternative or Complementary methods

Check authoritative program definitions, source records, and the complete policy evaluation before making an eligibility or service decision.
