Count supplied members per required role. Require unique aligned requiredRoles/nonnegative minimumCounts; counts includes every matching role entry, meets requires each count >= its supplied minimum.1

- Minimum counts must be nonnegative whole numbers and repeated role records count again; actual membership, legal quorum and independence are not verified.
- Inputs must satisfy both the field types and the cross-field conditions above. Invalid input causes an error; a successful false flag or documented placeholder is a different result.
